Context menu does not open on right click for 'Learn more' link of Audit section

Chrome Version : 60.0.3102.0 (Official Build) 1b9cbad892fea821579566528be23955f159555c-refs/heads/master@{#472262} 32/64 bit
OS : Windows (7,8,10)

Steps:
1. Launch Chrome and open devtools on NTP
2. Go to Audit section and right click on 'Learn more' link and observe

Actual: Context menu does not open on right click for 'Learn more' link of Audit section

Expected: Context menu should open on right click for 'Learn more' link of Audit section

This is a non-regression issue seen from M-60, this is new feature introduced in 60.0.3102.0

Note: will soon update other OS info.

Note : Issue is also seen on Linux(14.04 LTS) and Mac(10.11.6, 10.12.3) OS.
