Verified the issue on Windows 7 , Mac os 10.12.4 and ubuntu 14.04 using chrome dev M60 #60.0.3107.4 and issue is fixed.

Steps tried to verify :

1. Launched Chrome and opened devtools on NTP
2. Navigated to Audit section and dragged did not overlap on text content
