Issue descriptionChrome Version : 60.0.3102.0 (Official Build) 1b9cbad892fea821579566528be23955f159555c-refs/heads/master@{#472262} 32/64 bit OS : Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and open devtools on NTP. 2. Navigate to 'Performance' tab and hit F5 key to record and evaluate the page, observe. Actual : Unable to record and evaluate page using F5 key, in 'Performance' (instead, it only reloads the web page and nothing happens in Performance' tab). Expected : On pressing F5 key, recording should start in 'Performance' tab. This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info. Good build : 60.0.3101.0 Bad build : 60.0.3102.0 Note : Will soon update other OS info.

The behavior is by design, see issue 708099 for details. Keeping this open though, since we need to fix the reload shortcut reference on the landing page.

Verified the issue on Windows 7 , Mac os 10.12.4 and ubuntu 14.04 using chrome dev M60 #60.0.3107.4 and issue is fixed. Steps tried to verify : 1. Launched chrome and opened devtools on NTP. 2. Navigated to 'Performance' tab and hit ctrl+shift+E key to record and evaluate the page, observed that On pressing ctrl+shift+E key, recording started in 'Performance' tab.
