Try-job was not run but UI shows pending try-job

What is the bug or feature:
In this case, we should set skipped for try-job.

I suspect that status was not updated accordingly in the pipeline.

I'm rerunning the first failure (86777) when I updating the bug. so the try job is actually expected.
