virtual/off-main-thread-fetch/.../fetch-event-redirect.https.html is flaky and timing out

Since the off-main-thread-fetch variety of the test was introduced in https://codereview.chromium.org/2882383002, it has been frequently timing out on various bots, and timing out consistently on Site Isolation Win.  See:
