Sync strings in MD settings are weird

Issue description

What steps will reproduce the problem?
(1) Be signed in to chrome
(2) Turn off all parts of sync from settings
(3) Look at chrome://settings

What is the expected result?
See "Sync is off" or similar.

What happens instead?
See "Sync: On - custom settings"

Why don't we have an off state?  Or if sync is on, why can't I see what's syncing?

See attached images for more clarification.  Specifically, the first says sync is on, the second implies sync is off.

Other notes: everything in sync-internals appears to be "Not running" except:
- Device Info
- Managed Users
- Managed User Shared Setting
I don't know if those are always-on, enforced by policy, etc.

cc'ing some webui folks in case this is settings related and assigning to ewald@ for sync clarification on desired behavior.

Even if you uncheck all the boxes, Sync is technically still on (Nicolas, correct me if I'm wrong about that). As you mentioned, DeviceInfo (which is our most basic datatype that is internal to the Sync system) will still be syncing even if you uncheck all the boxes, so Chrome is still talking to the Sync servers. I think it would be misleading to characterize that as "Off," since data is still being sent to Google.

If you want to fully turn Sync off, the way to do that is to sign out of Chrome.

Also decreasing the priority, since very few Sync users (<2% IIRC) manually modify these checkboxes.

This UI is changing completely with the Unity redesign, so marking as WontFix now.
