Inspector window sometimes opens in new window

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.47 Safari/537.36

Steps to reproduce the problem:
1. Fresh start Chrome
2. Right Click > Inspect. Inspector opens docked as expected. Leave open
3. Open new tab/window/page
4. Right Click > Inspect. Inspector opens in a new window, with device toolbar icon and dock settings missing

What is the expected behavior?
Docked/dockable inspector

What went wrong?
Inspector opens in an undockable window, unable to use mobile device tool as well.

Did this work before? Yes 

Chrome version: 59.0.3071.47  Channel: beta
OS Version: 10.0
Flash Version: Shockwave Flash 25.0 r0

Thanks for the report.  I'm not able to reproduce this, however.

dgozman@, do you have ideas on what might be the cause?
