Issue descriptionAs part of Chrome Speed Operations’ effort to decrease the quantity and increase the quality of Chrome benchmarks we run (https://groups.google.com/a/chromium.org/forum/?utm_medium=email&utm_source=footer#!msg/chromium-dev/PFqPgWLPUQ0/Dy6QEc5sCwAJ), I'd like to remove power.tough_ad_cases. I've spoked with skyostil@, the owner of this benchmark, and he's okay with it.

This shouldn't have any practical effect, as the benchmark has been disabled on all platforms since January. This is a Gerrit version of a CL that skyostil@ already approved, thus the TBR. Rietveld isn't so good at submitting benchmark additions and deletions.
