Remove CQ builders from deprecated boards

x86 mario, zgb, and alex have been retired. Remove the CQ builders for them and free up resources.

Assigning to current deputies to get done this week. Might require checking the configs and ensuring the builders didn't have a dual purpose to them (i.e. we were using them to test other things).

Once the paladins are gone, we should also remove the
x86-alex-chrome-pfq builder.

Also, there's still a pool:cq for alex and zgb; these
need to be returned back to pool:suites.
