Two BackgroundLoaderOfflinerTests flaky on Android

BackgroundLoaderOfflinerTest.NoNextOnInternetDisconnect and BackgroundLoaderOfflinerTest.FailsOnErrorPage are both very flaky. See https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=unit_tests&tests=BackgroundLoaderOfflinerTest.*
