Ah, this is a TEST builder which triggered by BUILDER (Compiling) builder https://build.chromium.org/p/chromium.mac/builders/Mac%20Builder%20(dbg)

which is indeed offline https://build.chromium.org/p/chromium.mac/buildslaves/vm645-m1

By the way, please read go/bug-a-trooper .
This is clearly Pri1 (device offline) and as such EMEA troopers have no capacity (time) for handling this. Also, please don't assign bugs to *current* troopers as it prevents triage.

and the builder is back building latest HEAD: https://build.chromium.org/p/chromium.mac/buildslaves/vm645-m1

After that build finishes, you'd get testers running.
