cannot paste in Chrome when I right click - the paste option (and all other options) are grayed out

  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: PASS/FAIL (Version)
    Firefox: PASS/FAIL (Version)
         IE: PASS (11.09.9600.18617)

What steps will reproduce the problem?
(1)I copy a link in Explorer
(2)I go to Chrome and right click to try to paste
(3)the paste option is grayed out

I expect to be able to copy and paste anything I want in Chrome.


What happens instead?


Please provide any additional information below. Attach a screenshot if
possible.

Unable to reproduce the issue on Windows-7, Mac-10.12.4 and Linux Ubuntu-14.04 using chrome stable version 58.0.3029.110 and canary 60.0.3101.0 with the steps mentioned in comment#0.
Please find the attached screen cast and let us know if anything missed here to reproduce the issue.
