Better UI for loading many streams

UI looks hardly usable when there are many streams to be loaded, e.g. when clicking "all" under "steps" step in the following Milo build: https://luci-milo.appspot.com/buildbot/tryserver.chromium.mac/mac_chromium_rel_ng/453518. IMHO we should only present a summary if there are more than 3 streams, e.g. "67 streams: 500 / 450234 (Loading)".

Maybe we can make this a single number percentage and on hover or click expand the details.
