In the tab list killing a tab wastefully refreshes the next tab

Issue description

Steps to reproduce the problem:
In the tab list we see many tabs in a Rolodex format that we thumb through to select the one we want. While we are doing this we can hit the X to kill a tab. But what happens is the tab behind it then refreshes itself.

What is the expected behavior?
Don't do anything.

What went wrong?
We are merely wanting to look through the tabs. We don't want to wastefully refresh any of them.

What is worse is let's say we want to kill 5 tabs one after the other. Well, we end up refreshing four of them for no reason. Do you know how much bandwidth that wastes? We are merely looking at the list of old tabs. We don't need to have them refresh to their newest States. At least that certainly looks like what it's doing. Now on the desktop browser clicking one of the tabs just shows us that tab period doesn't refresh the tab. Your choice to have it refresh the tab could lead to many repercussions. It's an action that the user did not do on his own. He did not push the refresh button and you pushed it for him. That might alter the state of some transactions somewhere on his account somewhere, you never know.
