Issue descriptionChrome Version: 60.0.3100.0 f472642fd6c20b63b0f1a2f62564f2aad56f4be3-refs/heads/master@{#471639} (32/64-bit) OS: Windows 10 What steps will reproduce the problem? 1) Launch chrome, click on avatar icon and select 'Manage people'. 2) Select 'Add person' option, edit the username to any large text and click on 'Save'. 3) In the newly created user, mouse hover on avatar icon and observe the tooltip. Unnecessary text continuation is seen for username tooltip. Complete username should be seen on mouse hover (no text continuation should be seen). This is a Non-Regression issue seen from M-60 series (Chrome version: 60.0.3098.0) Note: 1) Issue is specific to Windows 10. It is not seen on Windows (7,8), Mac (10.11.6, 10.12.1) and Linux (14.04 LTS). 2) Tooltip for username is introduced from #60.0.3098.0

I imagine this was caused by Evgeny's updates to the Win10 avatar menu chip. This probably should be addressed as part of whatever follow-up polish work we do for the chip.
