Regression : Text gets selected even after dragging mouse cursor outside selection area in md-settings page.

Version: 60.0.3100.0 f472642fd6c20b63b0f1a2f62564f2aad56f4be3-refs/heads/master@{#471639}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://md-settings/manageProfile
2. Now select person name with mouse cursor and click outside anywhere to remove highlight
3. Now drag mouse cursor 'Edit person' label and observe

Actual: Text gets selected even after dragging mouse cursor outside selection area 
Expected: Text should not get selected after dragging mouse cursor outside selection area 

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:59.0.3071.0
Bad build: 60.0.3072.0

It sounds like  Issue 714000  has the same root cause. Duplicating for now.
