[DevTools] Unable to keep focus on 'Add pattern' link under 'Request blocking' section.

Chrome Version: 60.0.3100.0 (Official Build) f472642fd6c20b63b0f1a2f62564f2aad56f4be3-refs/heads/master@{#471639} 32/64-bit.
OS: Windows(7,8,10),Linux 14.04,Mac(10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open DevTools and navigate to 'Request blocking' section in Console drawer.
(2) Press 'Tab' key till focus reaches to ''Remove all patterns" icon.
(3) Now, once again press the 'Tab' key and observe the focus.

Focus doesn't navigate to 'Add pattern' link.
Focus should be on 'Add pattern' link.

This is a non-regression issue, seen from M-59 series.
