New browser window jumps to the background

Issue description

60.0.3100.0 (Official Build) canary (64-bit) (cohort: 64-Bit)

1. Configure multiple profiles
2. Close all browser windows associated with one of the profiles (maybe also need to configure this profile to restore tabs on open).
3. Right-click a link in one of the open profile windows (I repro with the one for my "Default" profile).
4. "Open link as" a profile with no currently open browser windows

Expect: New browser window opens in the fg and the desired link is opened in a new tab.

Got: New browser window opens in the fg, then moves behind the other browser window as the desired link is opened in a new tab.

Trying "Open link as" again with the new browser window already open (from the "Default" profile's browser again) does what I expect.

Possibly related to running Chrome at startup with --no-startup-window due to bg mode.

This doesn't repro (at least for me) on OS X.

I think I fixed this with r483511. At least, I can't repro it anymore. Marking it as WontFix; will reopen if I notice it happens again.
