As in A50, we may receive requests like checking what happened for a particular device, for example seeing it not finalized properly, or no HWID.

I tried to use TestLog+BigQuery and find it pretty difficult to use - in the end I have to reach Umpire and get the raw reports.

Please revise testlog so that

 - Easier to write a query if device SN is given, or give a good template
 - Make sure the finalization ping will go with test log (and flush). I think it currently only calls shopfloor.
 - See how we can migrate the report to attachments.
