WebGL not working

Issue description

Chrome Version       : 58.0.3029.110
OS Version: OS X 10.12.3
URLs (if applicable) : https://get.webgl.org/
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:OK
  Firefox 4.x:OK
     IE 7/8/9:

What steps will reproduce the problem?
1. Going to get.webgl.org -OR-
2. Loading any element that requires WebGL
3.

What is the expected result? 
WebGL will work

What happens instead of that? 
WebGL doesn't work

Please provide any additional information below. Attach a screenshot if
possible.

Intel HD graphics 3000 384 MB
I have also tried Canary
Contrary to chrome, my GPU is fine, as evidenced by the fact that WebGL works on safari and firefox.
"Use hardware acceleration when available" is checked in settings.
Resetting the cache doesn't help
It doesn't work in incognito either (so it's not an extension issue)

Tested the issue on mac os 10.12.3 using M58 #58.0.3029.110 and issue is not reproduced using following steps :

1. Launched chrome and navigated to "https://get.webgl.org/" and webgl elements loaded correctly.

Attached screencast for reference.

@adding related components , so that respective team would take a look into this.

I'm sorry, but the Intel HD 3000 GPU was causing random crashes of Chrome's GPU process at a high rate on macOS and was consequently blacklisted in Issue 592130.
