[MD settings] action menu missing content after separator

On ChromeOS (it doesn't happen on Linux)
in chrome://settings/languages click on (expand) the languages section. Click on the action menu for a language.

Notice that there is a separator line in the menu with nothing following. I'm not sure yet whether there are items missing from the menu or whether their is an unnecessary separator line. It looks like a bug though.

Oh, and this is ChromeOS running on a Linux machine - I haven't tested this on actual Chrome hardware.

This only happens when there is only a single language, so no option to move the language up or down. This is rare enough that adding custom code to hide the separator doesn't seem worthwhile to me.
