Crash report is disabled by default |

Issue description
Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)
What steps will reproduce the problem?
(1) Recover the device or power wash the device
(2) OOBE shows the options to send crash report is selected (enabled)
(3) Sign in
(4) Go to settings (about:settings)
(5) Check "privacy"
"Automatically send diagnostic and usage data to Google" is locked (person icon next to the option)
(6) Reboot the device
(7) repeat step 3-5
What is the expected result?
step 5: the option should not be locked
step 7: the option should be enabled
What happens instead?
step 5: the option is locked
step 7: the option is disabled
Also notice the UI changed after rebooting ( e.g. option selection changed from slide to checkbox )
Always reproducible across all the devices
Powerwash will not help
Mark as stable blocker as it happens to all devices, and with inconsistent UI

i tried to load a samus, but ToT canary is completely hosed (OOBE graphics are unusable), so i'll look once ToT is usable

Still reproducible in Chrome OS R60-9582.0.0 / 60.0.3107.0. OOBE issue is fixed in this build.
