Local HTML not displaying as expected

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Example URL: Steps to reproduce the problem: 1. Save any web page from Chrome using contextual menu 2. Attempt to open the local HTML file using Chrome by double clicking or using contextual menu What is the expected behavior? When I double click the HTML file, it should launch Chrome or switch focus and navigate to a page showing me the html file as if I had navigated to it from the web. What went wrong? Focus switches to Chrome, but the page never opens. If I drag the HTML file onto an open Chrome window, the page will load with some missing elements. Does it occur on multiple sites: Yes Is it a problem with a plugin? No Did this work before? Yes Unknown Does this work in other browsers? Yes Chrome version: 57.0.2987.133 Channel: stable OS Version: OS X 10.11.6 Flash Version: 25.0.0.171

Able to reproduce the issue on Mac 10.12.4 using chrome stable #58.0.3029.110 and latest canary #60.0.3100.0. Issue is not reproducible on OS-Win and OS-Linux. Bisect Information: ===================== Good build: 34.0.1818.0 Revision(248374) Bad Build : 34.0.1819.0 Revision(248414) Blink Change Log URL: http://build.chromium.org/f/chromium/perf/dashboard/ui/changelog_blink.html?url=/trunk&range=166266%3A166260 Unable to open the above blink change log URL as it throws an error saying "Not Found". Hence, found the suspect from omahaproxy by performing manual bisect. eseidel@ - Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.
