Scrolling using arrow keys is jerky on mac |

Issue descriptionChrome Version: 59.0.3071.47 (Official Build) beta (64-bit) OS: macos 10.12.4 Scrolling any page with arrow keys on mac results in jerky motion. This doesn't happen with the touchpad or with mouse scroll. Scrolling is also smooth using the j/k keys with the Vimium extension. Scrolling with arrow keys is also smooth on Windows. I had a quick look at a trace and it looks like the Vimium extension also generates arrow key events too so I can't tell what's different about scrolling that way. (BTW Vimium scrolling feels better on Windows too since there's no inertia or acceleration curve - maybe I'll file a separate bug about this)

Unless I've missed something, Chrome's behaviour in this respect seems to match Safari - we don't normally diverge from that on Mac without Product direction. Punting to the queue that we prioritize with votes/stars.
