Can't copy element with CTRL + C anymore

Issue description

Chrome Version       : 58.0.3029.110
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 5:
  Firefox 4.x:
     IE 7/8/9:

What steps will reproduce the problem?
Can't use CTRL+C to copy an element in the elements panel of DevTools

What is the expected result?
When I press CTRL+C, it should copy the highlighted element.

What happens instead of that?
Nothing

Please provide any additional information below. Attach a screenshot if
possible.

Tested the issue on windows 10 using chrome M58 #58.0.3029.110 and issue is not reproduced with the following steps :

1. Launched chrome and opened dev tools .
2. Opened elements section and highlighted an element text and clicked ctrl+c and was able to paste the text.

@leo.koenig-- Could you please check attached screencast and confirm us if we had followed correct steps in reproducing the issue and also please provide us the screencast fo the issue , for better traiging .

This actualy happens when you use ctrl + c from the address bar as well.
Here are steps to repo;

1. Single Click the address bar to select the entire row
2. While blue, click Ctrl + C
3. Use your keyboard to type something (IE, click the windows key and type Notepad enter)
4. Right Click in notepad and nothing will happen.

Tested it with
Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36
Sorry, step 4, right click and choose paste. not just a right click..

#2, hdodda@chromium.org, you did not copy the element, but just an attribute of an element. To copy an element single-click the element tag (for example, "<div " or "<table ") in devtools Inspector and press Ctrl-C. This copied element can be pasted under another element in devtools.

Suspecting r447899

The bug is fixed by r474184, 60.0.3110.0.

The fix wasn't back-merged to v58 and v59, so developers all around the world will have to suffer for approximately 3 months until v60 comes to the stable channel....

#3, feldman...@gmail.com, the address bar issue is unrelated to the devtools issue so please submit a new bug report (try finding an existing one first).
 Issue 727256  has been merged into this issue.

I believe this is fixed in https://chromium.googlesource.com/chromium/src.git/+/f13cd8439e2cf97f6cfe02f75779e119ca6e9477

You can see the fix in the canary, or in Chrome 60.

@einbinder, maybe merge it to Chrome 59?
