Sounds like there's a CQ bug here as well, then.

I'm guessing the change successfully submitted, but the bot ran into some exception. It lost the fact that the change was merged, attempted to delete your vote, that failed because the change was merged, raising another exception, which prompted the bot to erroneously tell you to do the impossible.

Hm, seems to happen more frequently lately. I indeed don't check whether change was merged on bailing out, and that's why this confusing message.

The real problem here is usually Gerrit returning 500 error, which CQ retries and then Gerrit innocently fails with "Changed already merged!" (duh!).
