[MD settings] update docs to refer to $i18n

This CL updates the docs to describe how to use $i18n{} rather than
using i18n-content.

note: this document has references to dom_ui_ which is actually the terminology that PREDATES webUI (so it's like 6-7 YEARS old)

i vote delete or rewrite everything

I vote to delete this, and if we feel the need to, re-write from scratch a dev-guide for MD Settings.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.
