[Kiosk Test Automation] Move kiosk devices from rack 7 to rack 9

Issue description

Move kiosk devices from rack 7 to rack 9.

Danny will arrange for getting the linux box moved from the top shelf of rack 9.

All longevity devices have been transferred from rack7 (rows 3 and 4) to rack9 (rows 3 and 4).
https://chrome-internal-review.googlesource.com/c/382291/ Updated the dhcpd.conf as well. 

Please check why the longevity test is not running on these devices.

The autotest jobs are probably trying to use the "rack7" host names.  Checking into it...

It looks like the dhcp changes may not have been fully distributed to the DNS servers.  I only get pings from chromeos1-row3-rack9-host2 and chromeos1-row4-rack9-host2.
