Settings: 'About Chrome' page is chrome://settings/help

The Settings UI includes a page titled 'About Chrome' or in Chrome OS 'About Chrome OS'.

For historical reasons the path to this page is chrome://settings/help.

We should change the URL path to chrome://settings/about and have chrome://settings/help redirect to chrome://settings/about.
