onaddstream fires only after setRemoteDescription promise resolved

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/58.0.3029.96 Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. go to https://jsfiddle.net/jsejfcfa/3/
2. the test times out

What is the expected behavior?
onaddstream is called

What went wrong?
the promise is resolved before onaddstream is called

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 58.0.3029.96  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 16.0 r0

I assume this will also apply to ontrack.

IIRC the way to reject tracks of an offered stream was to call was to stop the remote tracks but that doesn't seem to work for me at all.
 
the spec says "Queue a task to fire an event" 
http://w3c.github.io/webrtc-pc/#processing-remote-mediastreamtracks

so this might actually be correct?

The event is no longer in the spec, but the behavior looks correct to me.
