Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1.Open a Webpage with a standard html file upload dialog 2.Open a separate chrome window[Not Tab] With an image 3.Open the file dialog on the file upload page 4.Drag the image from the window with the image into the file upload web-page, Not the file upload dialog What is the expected behavior? Should not allow redirect while the file upload dialog is open What went wrong? The page allows redirect even when a window-locking file upload dialog is open Did this work before? No Chrome version: 56.0.2924.87 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 25.0 r0 Not a huge issue, just seems like incorrect functionality

Able to reproduce the issue on Windows 10, Ubuntu 14.04 and Mac 10.12.4 with stable #58.0.3029.110 Canary #60.0.3108.0 and also in earlier version M30-30.0.1549.0, this is a non-regression issue hence marking it as untriaged. Attaching a screen-cast for reference. Thank You...
