Hide WebThread rendering behind experimental flag

The newly introduced WebThread rendering caused noticeable glitches in Linux platform, so let user opt in for the experiment rendering pipe line.

Status: WontFix (was: Started)

As discussed here: https://codereview.chromium.org/2885483002/ - we won't be pursuing it anymore.
