Steps to reproduce the problem:
1. check you are not downloading anything
2. open running apps (setting > apps > running)
3. chrome is running a download notification service (see screenshot)

What is the expected behavior?
chrome should not use download notification service as i am no downloading anything.

What went wrong?
wasting memor (plus draining battery)
