Regression: Hide Debugger button is seen missing on changing dock position

Issue description

Chrome Version: 60.0.3100.0 dev
OS: Ubuntu 14.04,Windows

Pre-Condition: Freshly open devtools or restore to default and reload and check below steps

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Go to sources tab
(2)Now Change dock position and observe Hide debugger button

Expected: Hide debugger button should be seen even on changing dock position.
Actual:Instead debugger icon is seen missing.

This is a regression issue broken in M60.

Able to reproduce the issue on Mac 10.12.4 using chrome version 60.0.3100.0

NOTE: Change to some other tab in devtools[say elements ,console,.. ] and go back to sources and change dock position. Even then debugger option is seen missing..

Adding RB-Stable as this is a recent regression.
