Regression: Navigation to audio settings sub page is seen missing in Uber tray.

Chrome Version: 60.0.3099.0/9553.0.0 dev-channel Daisy,Candy and Minnie
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB >> Go to Ubertray and Observe sub page arrow at Volume slider 

Expected: Sub page arrow at volume slider should be seen and upon clicking, it should navigate to Audio settings sub page.
Actual:Instead,navigation to audio settings sub page is seen missing.

This is regression issue as audio settings sub page is seen in 59.0.3071.49/9460.36.0	dev channel Candy.

This is WontFix - working as intended. minch@ recently removed the ability to navigate to the audio submenu in cases where there is at most one available input device and at most one available output device. Showing the menu in this case was pointless, since the user is unable to perform any meaningful actions.

Please re-open this bug if it reproduces with either 2+ available input devices or 2+ available output devices.
