NavigatorImpl::RequestTransferURL => NavigationEntryImpl::is_renderer_initiated gives wrong values.

What steps will reproduce the problem?
(1) Make the renderer initiates a navigation that target a remote frame (OOPIF)
(2) GetLastCommittedEntry().is_renderer_initiated() returns false.

Please see SitePerProcessBrowserTest.PostTargetSubFrame in https://codereview.chromium.org/2879853002/.
There is a wrong test expectation there.
