Regression: Report an Issue overlay gets chopped when font size is Huge. |

Issue descriptionChrome Version:60.0.3099.0/9553.0.0 dev-channel Daisy,Candy and Minnie OS:chrome What steps will reproduce the problem? (1)Sign in to user -> Go to chrome://md-settings/fonts ->set the Minimum font size to Huge (2)Now press (Alt+shift+I) to open Report an issue overlay and Observe(kindly refer video) Actual:Overlay is seen chopped at the top,when Minimum font size to Huge. Expected:Overlay shouldn't get chopped,when Minimum font size to Huge. This is a Regression issue as same is working fine in 58.0.3029.112/9334.69.0 stable channel candy. Note:Issue is also seen in 59.0.3071.49/9460.36.0 dev channel daisy.

Able to reproduce the issue on Mac 10.12.4 with latest chrome Canary #60.0.3106.0
