The tilde character is not displayed correctly. Tilde is shown as minus sign!

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Versuchen Sie im HTML-Code: "~" anzuzeigen!
2. oder als ~ geht
3. 

What is the expected behavior?
Tilde zeichen anzeigen anzeigen

What went wrong?
The tilde character is not displayed correctly. Tilde is shown as minus sign!

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 6.3

Problem is the font-size from Open Sans font-family 
If you change to a bigger size for example 14px it works correctly
