Regression: Header Text appears chopped for Report an Issue overlay.

Issue descriptionChrome Version: 60.0.3100.0 (Official Build) (cohort: win_58_110)f472642fd6c20b63b0f1a2f62564f2aad56f4be3-refs/heads/master@{#471639}(32/64-bit). OS: Windows(7,8,8.1). Steps to reproduce: 1.Launch Chrome, go to chrome://settings, change browser language to 'Tamil' from chrome://settings/languages. 2. Relaunch Chrome, go to chrome://settings/help, click on Sub-page Arrow button for Report an Issue. 3. On Report an Issue overlay, Observe the Header Text 'Tell us what's happening'. Actual Result: Header Text appears chopped. Expected Result: Header Text should not be chopped. This is Regression issue broken in M-60, will soon update other info Manual Bisect: Good Build: 60.0.3075.0 Bad Build: 60.0.3076.0 Note: Issue is not seen on Win 10, MAC and LINUX OS.

Nothing in my CL has anything to do with text layout, it just modifies how mouse-wheels are handled in cross-process iframes (which I don't think figure in to this use case). I'm quite sure you have the wrong CL. I have no idea who to assign this too ... it might help if the bisect range was included in the comments.
