Unable to provide Narrow Bisect as 'Report an Issue' overlay is not seen on Chromium, Hence Providing Suspect through CL.

Suspecting: r465828?

@wjmaclean: Kindly help to re-assign if your change is not the cause for this issue.

Nothing in my CL has anything to do with text layout, it just modifies how mouse-wheels are handled in cross-process iframes (which I don't think figure in to this use case). I'm quite sure you have the wrong CL.

I have no idea who to assign this too ... it might help if the bisect range was included in the comments.
