Regression: Dropdown highlight is not as expected in console of devtools

Issue description

Chrome Version: 60.0.3100.0 dev
OS: Ubuntu 14.04

Pre-Condition: Make sure you are in GTK+ theme

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Go to console section
(2)Open top dropdown hover on any option and observe

Expected: Orange highlight should be seen when in GTK+ theme.
Actual: Instead blue highlight is seen.

This is a regression issue broken in M60.

Good build:60.0.3097.0
Bad build: 60.0.3098.0

This issue is not applicable to windows as we don't have GTK+ theme there.

Able to reproduce this issue on Ubuntu 14.04 using chrome latest Dev M60-60.0.3100.0.

This is working as intended. We use the blue highlight on non-native devtools ui components.
