Regression: Three dots under Style section is shifted after hovering mouse on it in dev tools.

Issue description

Chrome Version: 60.0.3100.0 Revision f472642fd6c20b63b0f1a2f62564f2aad56f4be3-refs/heads/master@{#471639}
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)
 
What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Element' section 
(2) Hover mouse on Three dots under Style section and observe.

Actual: On hovering mouse, three dots shifted in Style section.

Expected: Three dots should not shifted on hovering.

This is a regression issue, broken in 'M-60', will soon update the bisect info:

Good Build: 60.0.3098.0
Bad Build: 60.0.3099.0

correction in Manual bisect range:

Good build:60.0.3097.0
Bad build: 60.0.3098.0

Using the old script bisect providing the bisect results,
Good build: 60.0.3097.0(Revision: 471158).
Bad build: 60.0.3098.0 (Revision: 471507).

You are probably looking for a change made after 471207 (known good), but no later than 471215 (first known bad).

Note : 1. Providing bisect using old script , as new bisect script is not working from 60.0.3090.0 
       2. Adding RB-Stable as this is a recent regression , please feel free to edit/remove this.

DevTools: Remove contain strict from toolbars

Some toolbars don't take up the full width of their parent, so we can't use
contain strict on them.

Tested the issue on windows 7, Mac 10.12.4 and Linux Ubuntu 14.04 using chrome version#60.0.3107.4 with the steps mentioned in comment #0.
Observed that the fix is working as expected. Hence adding TE-Verified labels.
