Regression : Text in drop down list appears chopped from bottom in devtools.

Version: 60.0.3099.0 c3445e93b940e12b2e2275e9a985880a58aaa4b0-refs/heads/master@{#471588}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Console' section and click on 'Top' drop down list and observe text

Actual: Text in drop down list appears chopped from bottom
Expected: Text in drop down list should appear properly

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3097.0
Bad build: 60.0.3098.0
