Regression : Text of 'Guest' avatar button appears white.

Reported by avsha...@etouch.net, May 15 2017

Issue description

Chrome Version : 60.0.3099.0 (Official Build) c3445e93b940e12b2e2275e9a985880a58aaa4b0-refs/heads/master@{#471588} 32/64 bit
OS : Windows 10

What steps will reproduce the problem?
1. Launch chrome, click on 'Avatar' icon and switch to Guest mode.
2. Observe the text of 'Guest' avatar icon.

Actual : Text of 'Guest' avatar button appears white and it does not look proper since the Tab strip color is also white.

Expected : Guest avatar button's text should have proper color so that it looks proper even on white tab strip.

This is a regression issue broken in ‘M-60’, below is the Manual Regression range and will soon update other info.
Good build : 60.0.3097.0
Bad build : 60.0.3098.0

Note : Above issue is only seen on Win 10 OS and it is working fine on Linux (14.04 LTS) and Mac(10.12.1, 10.11.6) OS

FWIW the true "expected" result here is "no background, text is black with no outline". White-with-outline is undesirable in the long term since it doesn't match the caption button glyphs.
