Profile Picture Changes with Zoom In and Out (Old to New & Vice Versa)

Issue description
Chrome Version : Version 57.0.2987.133

Other browsers tested: Yes
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox: Fail , Version 53.0 (32-bit)
IE:
What steps will reproduce the problem?
(1) Login to Google Account
(2) Change Profile Picture
(3) Log out , Clear cache. Login Again
(4) Zoom In and Zoom Out and notice change in Profile Picture.
What is the expected result?
New Profile Picture should be visible.
What happens instead?
Profile picture shuffles between the old and new as user Zoom In and Out.
Please provide any additional information below. Attach a screenshot if
possible.

I am able to reproduce the issue on the latest stable(58.0.3029.110) on Windows-10.

Tested with the same test profile as in C#2 and this behaves the same on older chrome version: 30.0.1549.0 as well on Mac OS 10.12.4 and Linux Ubuntu 14.04. Triaging this as Non-regression issue. Adding the respective component for inputs from the team. Feel free to change if the component is not proper.
