What steps will reproduce the problem?
(1) Go offline.
(2) Open a URL like https://t.co/qzss3f5hCC
(3) Tap "Download page later".
(4) Go online.
What is the expected result?
When online, the "download successful" notification shows the URL the user will see if they tap "open". (Or something else meaningful, such as the title.)
What happens instead?
User sees "t.co downloaded", a domain which has never been visible to the user before. (See attachments.)
