HI Loading and Lag when modify the widnow size of the browerser.

smoothly

XORG and chromium lag

OS Version: UBUNTU 16.04 LTS
Flash Version: Shockwave Flash 25.0 r0

Able to reproduce this issue on Ubuntu 14.04 using chrome stable version #58.0.3029.110 and latest dev #60.0.3088.3.

This is a non-regression issue as it is observed from M47 old builds. 

Note: Builds older than M47 generate browser crash.

Hence, marking it as untriaged to get more inputs from dev team.
