Chrome unresponsive when right-click bookmark > edit

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Right click-bookmark
2. Click edit
Chrome then becomes unresponsive, maybe the dialog goes off screen, idk.
THe same behavior happens when seeing 'details' of an extension, and other modal dialogs. 

What is the expected behavior?

What went wrong?
Google chrome stops responding, has to be terminated, or user has to press "Esc". No dialog is visible on screen.

How much crashed? Whole browser

Is it a problem with a plugin? No 

Did this work before? Yes Chrome 56 I think

Unable to reproduce the issue on Win-10 using chrome reported version #58.0.3029.110 and latest canary #60.0.3100.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Right clicked-bookmark
2. Clicked edit.
3. Observed that the dialog box for editing the bookmark appeared without any issues.

pedrohega@ - Could you please check this issue on latest canary #60.0.3100.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
Also if possible please provide the crash id from chrome://crashes for further triaging of the issue.

Maybe It has something to do with the hardware acceleration options. 
I tried it with hardware acceleration turned on, and it crashed, but with the option turned off, it doesn't.

I also tried on Chrome Canary with a new user profile and I was not able to reproduce it. 

There is no crash log because the browser itself doesn't crash, it's just that the modal dialog does not appear.

I am still able to experience this issue in Chrome Stable, with hardware acceleration On.
