Touch to search is not available in Settings>Privacy

Issue descriptionSteps to reproduce the problem: 1. https://bugs.chromium.org/p/chromium/issues/detail?id=721265#c1 2. go to Settings>Privacy 3. there is no option touch to search What is the expected behavior? touch to search available Settings>Privacy but disable by default. What went wrong? play store still advertise for it but it was removed and there is not a option in settings. Did this work before? Yes 46 (as I have checked) Chrome version: 60.0.3096.5 Channel: dev OS Version: 4.2.2 Flash Version: add a option in Settings>Privacy but don't enable it by default because it can be annoying for some user.

Thanks for your report! Can you make sure to set Chrome Menu>Settings> Search Engine to Google to see "Touch to Search" option.
