Error message style is slightly different from original design

Project Member Reported by wzang@chromium.org, May 13 2017

Issue description

Chrome Version: 60.0.3097.0
Chrome OS Version: 9460.14.0

At login or lock screen, enter a wrong password. The position of the error message is slightly to the right of the password input area, and the exclamation mark should have the same padding with the texts.

The following revision refers to this bug:
  https://chromium.googlesource.com/chromium/src.git/+/37b5829be1daf71af6e35354c2f39a4eec37c60d

commit 37b5829be1daf71af6e35354c2f39a4eec37c60d
Author: wzang <wzang@chromium.org>
Date: Fri May 26 02:47:33 2017

Adjust error message and alert icon position

This will affect both new and old login UI: 1) The exclamation mark should
have the same padding with the texts (i.e. body.chromeos .bubble). 2) The
'margin' of the bubble seems unnecessary but it make the position off a
little bit, so it's removed.
