Chrome Themes : Change the Gmail/images/other text color in new tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
I was doing a custom themes for myself cause the one I want wasn't beautiful enough and find out there is no parameter to change the gmail/image/(Google apps)/Notification color text so I was stuck with a black text... Until I find out why but I thinks you should be able to set it yourself.

Here what it need to be change to see the color change:
"ntp_background": [ 0, 0, 0  ] = Gmail White (background dark)
"ntp_background": [ 255, 255, 255  ] = Gmail Black (background white)

What is the expected behavior?
Been able to change those color in the manifest.json

What went wrong?
Can we be able to change this color to see something in theme ?

Dark theme often don't put those and you aren't able to see the text in the upper right of the tab...

Did this work before? No
